מכרז חדש בשיטת "תכנן ובנה" נסגר להקמת שכונה ד'5 ברמת בית שמש בשיטה ייחודית. במסגרת המכרז 50% מהדירות יהיו במתכונת התכנית "דיור במחיר מופחת" בה המחיר למ"ר הוא 9,972 שח בבית שמש. בבית שמש - דירת 100 מ"ר תימכר במחיר של החל מ- 1,274,063 ש"ח ההנחות בבית שמש מגלמות הנחה של כ- 15% ממחירי דירה דומה בשוק.
במכרזי תכנן ובנה חברה אחת תהיה אחראית על תכלול התכנון, עבודות הפיתוח והבנייה של התשתיות הציבוריות ומבני המגורים ליחידות דיור, מוסדות החינוך, מוסדות הציבור ושטחי המסחר במתחם אחד כל זאת תוך פרק זמן של 40 חודשים בלבד.
היקף המכרז המתקיים בבית שמש ובשדרות צפוי להיות מוערך בלמעלה ממיליארד שקלים.
משרד הבינוי והשיכון ממשיך לקדם את השיטה החדשנית, בה מאוחדים כל עבודות התכנון, הפיתוח והבנייה של דירות המגורים, כמו גם מוסדות הציבור השונים, תחת קורת גג אחת. על פי תנאי המכרז, במסגרת שיטת "תכנן ובנה" היזם יקים על קרקע מדינה, מתחמי מגורים המונים לפחות 1000 יח"ד. כיוצא מזה תפקידו יהיה בין היתר הקמת כל התשתיות הציבוריות הדרושות לכך, הקמת שטחי ומבני הציבור והחינוך, תכנון והקמת מבני המגורים ועוד.
מנכ"ל משרד הבינוי והשיכון, יאיר פינס: "אני מברך על הצלחתם של המכרזים בשיטת תכנן ובנה. בשיטה הייחודית נבנים יחד, בפרק זמן קצר יחסית, כלל מרכיבי השכונה- מוסדות ציבור, תשתיות, חינוך לצד דירות למגורים. החשיבות שבמתן מענה לצרכי התושבים גם מבחינת תשתיות ומוסדות ציבור, ברורה היום יותר מתמיד."
מנהל אגף בכיר שיווק אריאל רוזנברג: "הצלחת מכרזי תכנן ובנה מצטרפת לאלפי יחידות דיור רבות במכרזים שנסגרו בהצלחה בימים האחרונים ואשר צפויים להיסגר בימים אלה בכל רחבי הארץ. מכרזי תכנן ובנה יאפשרו לכ-2,050 משקי בית להיכנס לדירות שלהם בבית שמש ובשדרות (בבית שמש 1036) עד אמצע שנת 2024 כאשר כל התשתיות ומבני החינוך והציבור כבר עומדים לרשותם."
ההחלטה לצאת למכרז נוסף בשיטה זו לאור הצלחת המכרז בו זכתה חברת שפיר בעיר חריש, בה נבנתה שכונת "אור המזרח" ובה 1,366 יחידות דיור, מתוכן 685 במסגרת תכנית "מחיר למשתכן", בהיקף כספי המוערך בלמעלה ממיליארד ש"ח. בשכונה נבנו שני בתי ספר יסודיים, 11 כיתות גן, מתנ"ס, אולם ספורט, מגרשי ספורט ושלוש כיתות מעון יום.
